Facility Overview

John Lilley Correctional Center is a minimum-security facility housing approximately 820 male inmates on 256 acres 1 mile east of Boley on Highway 62 in Okfuskee County. Located almost halfway between Oklahoma City and Tulsa, JLCC houses the state’s elderly and physically challenged inmates. JLCC was built in 1923 as a tuberculosis sanitarium for African-Americans.

In 1925, it became the State Training School for Negro Boys (later the Boley State School for Boys). The State Legislature closed the school in 1983 and gave it to ODOC, which converted it into a prison.

JLCC is named for the school’s first superintendent, John H. Lilley, whose dedication to and love for its children was widely known. Lilley, who died in 1933 after a car accident, is buried next to the facility’s entrance.


Programs

Education

Most inmates lack education, a key component in avoiding re-incarceration. JLCC offers literacy courses as well as Pre-High School Equivalency and High School Equivalency diplomas.

Substance Abuse Treatment

Most JLCC inmates need substance abuse treatment. Facility programming teaches ways to avoid relapse, while also helping them develop cognitive, social, emotional and coping skills.

Criminal Thinking

JLCC offers Thinking for a Change, Moral Reconation Therapy, and Associates 4 Success programs to address thinking, judgment errors, and relationships linked with criminal thinking/behavior.

Mail

Inmates can receive mail any time. Include in the address their name, DOC number and housing assignment if known.

Visitation

Visitation hours vary by each facility, but an inmate's security level dictates how many hours he or she may visit with approved visitors.

Important Note:

All inmate visitors must submit a “Visitor Request Form." You can download a copy here, or request one from the facility.

Background checks will be completed on everyone 18 or older. The inmate will notify you when the process is complete. The approval process takes approximately 8 weeks once the Visitor Request Form has been returned to JLCC.

Last names starting with L thru Z: Sundays according to levels.

1:15 - 2:15 p.m. (Non-Contact)

Level 2 
9:30 a.m. - 1:30 p.m.

Level 3  
8:30 a.m. - 2:30 p.m.

Level 4 
8 a.m. - 3:30 p.m.

A thru K:
8:30 - 11:30 a.m.

L thru Z:
12:30 - 3:30 p.m.
